Thematic Peer Group B on the Lisbon Recognition Convention (TPG B on LRC)

The Tirana Communiqué confirmed the continuation of the peer support approach through the thematic peer groups and, in the case of recognition, through the Thematic Group B on the Lisbon Recognition Convention, as established by the 2018 Paris Communiqué. 

The key commitment 2, as reaffirmed in the Tirana Communiqué, calls for the recognition of qualifications throughout the EHEA by implementing the Convention on the Recognition of Qualifications concerning Higher Education in the European Region (Lisbon Recognition Convention) and its principles, while working towards automatic recognition in the EHEA. Furthermore, the Tirana Communiqué commits to intensifying ministerial efforts to ensure the recognition of refugee qualifications and reciprocal referencing of qualifications frameworks and credit systems, as well as the ratification and implementation of the UNESCO Global Convention on the Recognition of Qualifications concerning Higher Education. 

The working structure's activity is focused on assisting countries in developing and refining legal structures to effectively implement the LRC, working towards seamless recognition of qualifications across EHEA countries, thereby enhancing student and professional mobility, and optimizing digital tools to streamline recognition processes and enhance the Diploma Supplement's effectiveness.

Specific thematic indications for TPG B include topics such as:

  • establishing the legal framework to allow the implementation of the LRC,
  • establishing the distribution of work and responsibilities among the competent institutions that have the right knowledge and capacity to carry out recognition procedures,
  • achieving automatic recognition,
  • recognition of alternative pathways,
  • qualifications held by refugees,
  • optimising the potential of digital technology for the recognition agenda and the Diploma Supplement.
