4th ASEM Seminar on Quality Assurance in Higher Education
The 4th Asia-Europe Meeting (ASEM) Seminar on Quality Assurance in Higher Education was hosted by the Ministry of Higher Education and Research of the France in collaboration with the ASEM Education Secretariat, located at the German Academic Exchange Service (DAAD).
Concept
The Seminar shall be considered as a follow-up to the conferences organised respectively in Seoul (Korea) in October 2010, Larnaca (Cyprus) in December 2010 and Bonn (Germany) in July 2011. It will prepare recommendations to be submitted to the Fourth Asia-Europe Meeting of Ministers for Education (ASEMME4) to be held in Kuala Lumpur, Malaysia, in 2013.
The event will provide an opportunity for ASEM partners to exchange views and experiences on the best ways to advance cooperation on Quality Assurance in Higher Education within the framework of the ASEM Education process, with a view to provide for secure pathways for mobility for international students within ASEM and to promote the recognition of evaluation results and of qualifications between ASEM governments and higher education evaluating institutions.
More specifically, two themes for discussions shall be advanced during the 2-days seminar:
- The scale and scope of evaluation in higher education: which programs (degrees and research), institutions, initiatives, bodies, shall be evaluated? Who should be responsible for which type of evaluation? How to strike a balance between self- evaluation and external evaluation? What have we learned from our practical experience of the relationship between institutions and agencies with regard to the development of a true culture of evaluation?
- The points of divergence and convergence between national quality assurance systems: Beyond the diversity of evaluation approaches, are definitions of quality universally shared? What can we learn from our methods and ways of doing? This question will be discussed in relation to the following topics: e.g., doctoral studies, engineering studies, teacher training, student implication in the evaluation process...
Recommandations
ASEM seminar on Quality Assurance in Higher Education took place on 11-12 October 2012 in Sevres (France). During the seminar the importance of the quality assurance as one of the priority areas for education cooperation between Asia and Europewas stressed. Within the ASEM framework, the need for flexibility in developing instruments for cooperation and international dialogue was discussed, which aimed to facilitate the mobility of students and graduates.
Possibilities to further enhance cooperation concerning quality assurance in higher education were discussed and proposals were developed to be presented to the 4th Asia Europe Meeting of Ministers for Education (ASEMME 4) to be held in Kuala Lumpur in May 2013.
